Description
Solicitation N47408-04-T-0508 is for the procurement of services in support of NAVFAC and Commander Navy Installation?s (CNI) Anti-Terrorism and Force Protection (ATFP) program. The required services are to provide expert advice, assistance, guidance, or counseling but may also include studies, analysis, and reports documenting any proposed developmental, consultative, or implementation efforts in relation to business line processes. The services shall be in accordance with all specifications and descriptions listed in the Statement of Work in the solicitation. This is a Commercial Item/Services procurement utilizing Simplified Acquisition Procedures issued as prescribed in the Federal Acquisition Regulation Part 13.5. The government intends to award a fixed-price, IDIQ contract to the responsible offeror whose proposal, conforming to the Request for Quotation (RFQ), will be the most advantageous to the Government resulting in the Best Value, price and other factors considered. The proposals will be evaluated based on (1) Technical Acceptability, (2) Price and (3) Past Performance. The government intends to evaluate proposals and award the contract without discussions with the offerors, therefore, each offer should contain the best terms and information from a technical acceptability, price, and a past performance standpoint. Offers must be submitted in accordance with Section VIII of the solicitation?s statement of work. Offerors MUST submit sufficient technical information that will provide evidence to support a determination of technical acceptability in comparison with the government?s requirements. Additionally, contractors must provide at least three (3) references and points of contact for verification of same or similar services performed and a copy of their established market catalog or market price list to support the costs of the service categories listed in the solicitation. THIS SOLICITATION IS A NATIONWIDE 8(a) COMPETITIVE REQUIREMENT . COMPETITION WILL BE LIMITED TO 8(A) CERTIFIED FIRMS FOR PARTICIPATION IN THE 8(a) BD PROGRAM. The NAICS Code is 561621 and the small business size standard is $10.5M. In accordance with FAR 5.102(a)(1) availability of the RFQ will be limited to electronic medium. The RFQ will only be available via download from NAVFACs E-sol Internet database www.esol.navfac.navy.mil. Hard copies of RFQ or a CD-Rom will not be provided by the Contracting Office. All contractors must register on the E-sol database to be able to download the RFQ. Any contractor may view the RFQ without registration. Notification of any changes (amendments) to the solicitation will be made only on the E-sol web site. It will be the contractor?s responsibility to check for any posted changes. All contractors must be registered in the Central Contractor Registration (CCR) database prior to award of any DoD contract. Award will not be made without this registration. Contractors may register via Internet at www.ccr.gov. The issue date for the RFQ (on e-sol) is on or about January 9, 2004 with a bid closing date of January 30, 2004.
