Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Description of Work: Construction of 5,000 s.f. Academic Building and 3,700 s.f. Resistance Training Laboratory. The Academic Training Building contains two separate classrooms with one way glass, pull down screens , and a video monitoring system; one small and two large administrative offices; briefing room with video capabilities, storage area for classified documents; break area; separate male/female latrines; mechanical room; and a communications closet. The Resi stance Training Laboratory contains a large open holding area; 28 individual holding cells; corridor with 12 interrogation rooms; medical room; secure storage area; latrine, mechanical room; communication closet, and an exterior pit/stress area. Facility h as HVAC, fire protection, security system, and a monitoring system to observe students in the hallways, cell holding areas, and the pit/stress area. Supporting facilities include exterior protective wire distribution and communications systems, electric se rvice, water, sanitary sewer and storm drainage, utilities, sidewalks, vehicle parking, exterior security lighting, and landscaping. The project will be solicited and procured using a Past Performance, Price, Tradeoff (PPT) Request for Proposals (RFP) in a ccordance with FAR Part 15.101-1. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. The technical proposal will be evaluated utilizing the following factors : Factor 1: Past Performance, Factor 2: Corporate Relevant Specialized Experience, Factor 3: Management Effectiveness. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptabil ity rests with the offeror. Estimated Cost Range is from $1,000,000 to $5,000,000. Network Analysis System will be required. This solicitation will be issued in electronic format only and will also be available on or about February 9, 2004, on the internet at http://ebs.sas.usace.army.mil/ This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
