40MM INDUSTRY DAY ANNOUNCEMENT JANUARY 28-29, 2004 FY05-FY09 40MM FAMILY OF AMMUNITION SMALL BUSINESS 'SYSTEMS' PROCUREMENT Description: This is announcement is to confirm Small Business interest in 40mm family of ammunition systems procurement. THE NAICS CODE FOR THIS ANNOUNCEMENT IS 332993, 'AMMUNITION (EXCEPT SMALL ARMS) MANUFACTURING'. THE SMALL BUSINESS SIZE STANDARD IS 1,500 EMPLOYE ES. This announcement is to support Market Research performed by the United States Army Joint Munitions Command to determine Small Business interest in 40mm ammunition production, either as an end item manufacturer for the family of cartridges or as an en d item systems integrator for the family of cartridges, for Fiscal Years 2005 through 2009. The cartridge end item consists of all components and includes Load, Assembly and Pack. The family of 40mm ammunition consists of M781 Practice Cartridge, NSN: 13 10-01-211-8073, M583 White Star Parachute Cartridge, NSN: 1310-00-159-3198, M430A1 High Explosive Dual Purpose Cartridge, NSN: 1310-01-419-8203,1310-01-419-9285, 1310-01-354-8745, M433 High Explosive Dual Purpose Cartridge, NSN: 1310-00-992-0451, M918 Targ et Practice Cartridge, NSN: 1310-01-317-5948, and M385A1 Practice Cartridge, NSN: 1310-01-316-9973, 1310-01-361-9039. The estimated quantities are: 2005 2006 2007 2008 2009 M781 5.7M 5.7M 2.0M 2.0M 2.0M M583 .167M .090M .128M .139M .144M M430A1 .890M 1.2M .915M 1.2K 1.4M M433 .092M .153M .120M .141M .103M M918 4.3M 2.5M 3.1M 3.0M 3.2M M385 .354M .260M .262M .264M .262M The Government??????s preference would be to award multiple contracts (2-3) that consist of all the listed munitions. Joint Ventures, as defined in FAR 19.101(7)(i), are an acceptable approach and are encouraged. Interested Small Businesses shall provide the Government with information as follows: (1) Name of Company-include a contact person's name, telephone number and email address; (2) Company Address; (3) Company Size (please specify as either Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business; (4) Identify whether you are interested in this acquisition as a prime contractor or subcontractor. NOTE: 1. Under certain teaming arrangements, the individual small businesses must meet the size standard instead of using the combined total of employees of all small businesses on the team. 2. The Government may direct certain work to be performed by specific contractors, such as at Government ammunition plants. Any of this directed work is excluded from the total work when determining limitations on sub contracting percentages. 3. To qualify as a small business entity all the team members must be a small business. One exception is mentor-prot????g????, which does permit large business participation on the team. This announcement is for information and planning purposes only and should not be construed as a commitment by the Government for any purpose. This announcement does not constitute a Request for Proposals and no contract will be awarded from this announcement. Requests for solicitation will no t receive a response. Technical data packages will be made available at this time for review, NOT for distribution. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up infor mation requests. No basis for claim against the Government shall arise as a result from a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate. The Government will host a 40mm Ammunition Industry Day fo r 28-29 January 2004. Tentative areas for discussion include: Acquisition Strategy and Plan, TDP Information Review, Joint Venture contracts in the Army; Joint Ventures ??????Lessons Learned??????; Legal considerations/Q&A; SBA considerations/Q&A; and, Go vernment approach/strategy/timelines. Additionally, during Industry Day time will be allowed for industry to brief on potential individual contributions to Joint Ventures; and, for Industry to conduct one on one meetings with the Government. Businesses th at desire to brief at Industry Day or have specific topics addressed shall submit (1) Name of Company-include a contact person's name, telephone number and email address; and/or (2) the topics to be addressed.
