Description
This action is for a competitively-solicited, firm-fixed price, contract in support of the Single Channel Ground and Airborne Radio Systems (SINCGARS). A best-value, competitive acquisition is planned. The structure of the contract will be a five-yea r Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The contract's minimum guarantee will be met with the placement of the initial delivery order at the time of contract award. The proposed contract will also include a Time and Materials contra ct Line Item for repair and other engineering services on an as- required basis. Obsolescence will be a contractor responsibility and will be included in the unit price of the hardware on the contract. A single award will be made to the best overall propos al that is determined to be the best overall proposal that is determined to be the most beneficial to the Government. The Government may extend the period of performance from 5 to 7 years with the addition of a final 2-year term if certain Award Term incentive metrics are achieved. This additional term is being provided as an incentive for the contractor to implement a s tate of charge indicator function, improve reliability, reduce power consumption and identify other potential areas for improvement of the items purchased over the life of the contract. The contractor shall provide domestic version SINCGARS ground and airborne models, export version SINCGARS, associated ancillary equipment, associated spares, test sets, repair and engineering services as called out in the solicitation. Spares are identifi ed as Line Replaceable Units, Shop Replaceable Units, replaceable subassemblies and parts of end items that are normally stocked by CECOM item managers at Government depots. Support services include repair and return (for selected circuit cards), and other engineering/technical services that are needed to sustain fielded SINCGARS equipments or that are needed to support/sustain export country requirements. The solicitation is expected to be released by the end of January 2004 with an anticipated award date of May 2004.
