- THIS MODIFICATION REPLACES Factor 2: TECHNICAL QUALIFICATIONS SUBFACTOR 2a: PROFESSIONAL QUALIFICATIONS TO READ PROVIDE A MINIMUM OF FOUR PROJECTS PERFORMED AND PROVIDE TOTAL DOLLAR VOLUME PER YEAR FOR EACH OF THE LAST THREE YEARS. The Government will evaluate the extent to which the offeror's proposal: (a) Demonstrates professional qualifications, specialized experience, and technical competence in construction of similar international projects involving multiple contractor and sub-contractor disciplines; (b) Demonstrates success in prescribing the use of recovered material achieving waste reduction, environmental engineering and energy efficiency in facility construction (c) Demonstrates successful experience in HVAC refrigerant recovery and minimum use of water treatment chemicals; (d) Demonstrates that the principle construction contractor has successfully accomplished the construction of projects in a range of $1 million to $3 million value. - Pass/Fail.
