Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Alan Weber & Associates, Austin, TX, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available to generate a multi-level navigable map of the industry standards used throughout the semiconductor manufacturing value chain. Specific tasks include drafting a format for the industry standards map in HTML, coordinating two workshops to review & validate the map & submitting a final version of the map. This is a sole source requirement as the contractor has both managed and provided technical leadership to the SEMATECH Computer Integrated Manufacturing (CIM) Framework standard, which is recognized as one of the most advanced manufacturing frameworks in the world and which has influenced most, if not all, related work in this field since its development. A fixed price purchase order will be issued on or about Jan. 26, 2004. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. To be eligible for award, offerors MUST be registered with the Central Contractor Registry: www.ccr.gov. See Note 26.
