Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 6TSA-04-JMT-0035 is being issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. This procurement is for the purchase and implementation of a web-based email system for the Department of Defense Dependents School-Europe. DoDDS-E requires a web-based email system that will support the students and teachers (approximately 40,000 users) within the Area Theater, Germany, U.K., Italy, Spain, Bahrain, Turkey, Portugal, Netherlands, Belgium, and Iceland. The system will be hosted on government provided hardware at the European headquarters in Wiesbaden Germany and will operate in a dedicated Red Hat Enterprise environment. DoDDS-Europe requires a specialized web-based solution to meet their requirements for ensuring safe email content, ease of account management at the school level, blocking of specific domain addresses, capability for spam and virus scanning and capability for customization. The SOW outlines overall guidance for the implementation and maintenance of all software related to this email system acquisition effort. The Contractor shall deliver a fully integrated email system that supports 40,000 users, will operate in a dedicated Red Hat Enterprise software environment and that is installed at a single geographic location within 60 days after contract award. Evaluation is based on best value including past performance, cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
