Description
The Naval Undersea Warfare Center, Division Newport, has a requirement for a contractor to perform a near shore baseline coral reef assessment of the waters adjacent to AUTEC Sites 1, 2, 3 and 4, Andros Island, Bahamas. The contractor shall install three mooring buoys in shallow water in locations approved by the Detachment AUTEC Government representatives. The contractor shall conduct a complete baseline assessment of the health of the coral reef system. The contractor shall survey a minimum of 29 areas as follows: a minimum of 10 areas at AUTEC Site 1; a minimum of 5 areas for each of AUTEC Sites 2, 3 and 4 and one area for each of the 4 AUTEC sites shall be established to serve as a control site for the purposes of gathering background data. The contractor shall also assess multiple indicators corals-algae-fishes. At a minimum, the contractor?s baseline assessment shall evaluate coral, algae and fish populations to establish health estimates of the coral reef system. Scientifically recognized methodologies shall be used to collect, analyze and report this data. The protocol that shall be used by the contractor to assess the coral reef system are: partial or total mortality of major reef building corals by species and size; relative abundance of principal algae types (i.e. macroalgae and crustose corralines) and diversity of fishes and the abundance and sizes of key fish species. The contractor shall provide a Technical Report which details the results of their analysis. This report shall also include observations for a regional assessment of the health of the coral reefs in comparison to coral reef systems throughout the Caribbean. The Government intends to award a single contract based on the Best Value to the Government. The criteria for award will be technical capability and price. A firm fixed price contract will be awarded based on FAR Parts 12 and 13. A request for quote will be released on or about 16 January 2004. This acquisition is 100% set aside for small business.
