- NA The Department of Interior through its Franchise Fund activity GovWorks, on behalf of the Department of Health and Human Services Office on Women's Health (DHHS OWH), is seeking a potential contractor to develop and implement a comprehensive evaluation study to objectively assess the impact of the National Centers of Excellence in Women=s Health (CoE) program to the institutions and the targeted catchment areas by a contractor external to the CoE Program. BACKGROUND: In 1996, to improve the health care of American women, the Office on Women's Health (OWH) within the Department of Health and Human Services (DHHS) established the National Centers of Excellence in Women=s Health (CoE) program. Second, third, and fourth generations of CoEs were established in 1997, 1998, and then after an internal evaluation, in 2003, respectively. (see map at http://www.4women.gov/COE/map.pdf.) SCOPE OF WORK: This contract serves primarily as a mechanism for the OWH to obtain a comprehensive plan and methodology for the evaluation of the 4th and possible future 5th and 6th generations of the CoE program However, since the evaluation of the 1st-3rd generations was an internal evaluation, this contract shall review the previous study to assess and conduct additional evaluation work to enhance its comprehensiveness. The evaluation plan and methodology shall examine independently each of the five program components and how well each component is integrated with the others. The five components include: comprehensive health service delivery, training of professional health providers, research, community outreach, and leadership development for women faculty. In addition the evaluation shall assess the ability to become self-sustaining; innovative; reach underserved, elderly and minority women; and the impact of the CoE program, as a whole, on the health status of women in the relevant catchment areas. The period of performance of the resultant contract will be approximately 27 months including project implementation, data analysis and delivery of final data files and documentation. The project shall be implemented in three phases and funded in three fiscal years.
