Description
Pursuant to OMB Circular A-76 and its Supplement (Revised Supplemental Handbook), Revised 1999, a cost comparison study for the operation of the Centennial Civilian Job Corps Conservation Center in Nampa, Idaho was completed on December 19, 2003. The study resulted in a determination of "Government Performance of a Commercial Activity" pursuant to OMB Circular A-76, Paragraph 8a(1) and Revised Supplemental Handbook, Part I, Chapter 1, Paragraph C. Upon the basis of this determination, the operation of the Centennial Job Corps Civilian Conservation Center shall remain in-house; performance by Government Personnel. The Bureau of Reclamation shall implement the Most Efficient Organization (MEO) as submitted in response to the request for proposals under the cost study. This announcement starts the Public Review Period (PRP) wherein members of the public have the opportunity to review the documents leading to this decision. The PRP will last for 15 working days; until January 29, 2004, or 15 working days after the first publication of this announcement in the Government-wide Point of Entry (GPE); aka "Federal Business Opportunities (FedBizOpps)" or "Commerce Business Daily (CBD)", whichever occurs last. During the PRP the documents will be available for review at the Bureau of Reclamation - Denver Office, Acquisition Operations Group, Building 56, Room 1040, Denver Federal Center, 6th Ave & Kipling Parkway, Denver, CO 80225. Upon a review of the documents, interested parties who believe errors have been made in the Government's procedures may file an appeal with the Contracting Officer (CO). The CO for receipt of appeals in response to this announcement is Robert E. Collins at 303- 445-2428. Appeals must be filed by the close of the PRP; therefore, the last day for filing an appeal is January 29, 2004 at 4:00 PM (MST) or 15 working days after the first publication of this announcement, whichever occurs last. Appeals must (1) be in writing (no special forms required); (2) be submitted on time to the CO (as identified herein) at the address listed herein; and (3) involve costing issues or noncompliance with OMB Circular A-76 procedures that govern the Cost Comparison Study process. An appeal submitted via FAX at 303-445-6345, during the PRP, is acceptable; provided it is followed up by a mailed or hand-delivered hard copy, to be received by the CO, no later than 4:00 PM (MST) one working day after the close of the PRP. Late appeals will not be considered. An Administrative Appeal Board (AAB) will, within 30 working days after the first publication of this announcement in the GPE, review and make a decision regarding any appeal that is received on time. If the AAB determines that errors were made in the cost comparison study processes, then the AAB will direct that the errors be corrected. The decision of the AAB will be final and not subject to further appeals.
