Description
The Federal Emergency Management Agency (FEMA) intends on issuing a Purchase Order, utilizing Simplified Acquisition/Commercial Items/Sole Source procedures to RAE Systems, Sunnyvale, CA for the purpose of purchasing AreaRAE Model PGM-5020 wireless, multi-channel, compact and easily transportable multi-gas integrated systems. The AreaRAE Model PGM-5020 is the only known system that provides a PID with 4-gas sensor capability, which is a major requirement FEMA. Other FEMA requirements met by the Model PGM-5020 system are: (i) Stand-off detection capability that includes weaponized forms of G and H agent, LEL (Lower explosion Limits), 02, HCN, and PID capabilities for toxic industrial materials, (ii) Must have data-logging capabilities, (iii) Must meet specific bandwidths for data feed (i.e., 900 MHz range), (iv) Must include software for feed into computer network for distribution of tracking information, (v) Must be capable of low level detection down to 10 ppm toxic industrial and 1 ppm weaponized form, and (vi) Must be wireless. The Contractor shall also be responsible for providing on-site training on the systems at a designated FEMA Regional office in Denton, TX. This notice is not a request for competitive proposals, however, any received responses must be in writing. Electronic response is preferred to: sandra.nixon@dhs.gov. If an electronic response is not possible, send to the address shown above, ATTN: Mrs. Sandi Nixon/Bldg. 413. The responses must be received no later than 01-23-2004, 3:00 PM, EST. A determination by the Government not to compete this proposed requirement based upon responses to this notice and other underlying factors is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The information should contain adequate supporting documentation to allow the Government to make a determination as to whether or not a proposed product meets the Government's minimum requirements. This notice also serves as a market research for prospective small businesses who can provide the required multi-gas integrated systems.
