Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock repairs of the USCGC KANAWHA (WLR-75407), a 75 foot River Buoy Tender and her 130 foot barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 23 January 04 with quotes due on or about 23 February 04. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.fed.bizops.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested within ten (10) days after the issuance of the solicitation. Send all requests via email to lromano@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. The home pier of the vessel is PINE BLUFF, ARKANSAS. All work will be performed at the contractor?s facility. The performance period will be FIFTY-FOUR (54) calendar days with a start date on or about 10 MAY 04. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC KANAWHA (WLR-75407). Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following Base Items: Clean Sewage and Grey Water Collection and Holding Tanks, Remove, Inspect and Reinstall Propeller Shafts, Renew Water-Lubricated Shaft Bearings, Renew Propeller Shaft Sleeves, Remove, Inspect and Reinstall Propellers, Clean, Inspect and Test Grid Coolers, Renew Valves, Inspect and Test Air Receivers and Relief Valves, Remove, Inspect and Reinstall Rudder Assemblies for Steering and Flanking, Renew Chill Water/Hot Water and Circulating Water Piping Insulation in Various Locations, Overhaul Air Capstan, Inspect Various Deck Fittings, Preserve Voids and Ballast Tanks, Preserve Barge Buoy Deck, Provide Temporary Messing and Berthing, Provide Temporary Logistics, Routine Drydocking of Barge, Routine Drydocking of Tender, Modify Barge Side Shell Plating, Install Barge and Tender Firemain Interface, Renew Propeller Inspection Hatches in Shaft Alley, Preserve Bilge Surfaces and Piping in Shaft Alley, Preserve Bulkheads and Overhead in Shaft Alley, Protect the Hydraulic ATON Crane and GFP report in accordance with solicitation. Option items include but are not limited to the following: Welding Repairs, Straighten Shaft, Perform Minor Repair and Reconditioning of Propeller, Rebuild Rudder Stock, Renew Rudder Lower Bearing Trunk, Preserve Underwater Body, Provide Additional Temporary Messing and Berthing, Provide Additional Temporary Logistics, Composite Labor and Lay Days. The place of performance for the tender and barge is restricted to the Western Rivers of the United States. The Western Rivers means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the Western Rivers, but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borgne, or the Gulf of Mexico.
