- NA The Naval Surface Warfare Center, Panama City (NSWC-PC) intends to award a sole source contract to RD Instruments (RDI) for the procurement of additional doppler sonar components for the AN/SSN-2(V)4 PINS system to measure ship speed. Specifically, the items being procured are four (4) VM-ADCP Transducers (P/N 960-6015) and one (1) MCM DL 300 KHz SST Concave Transducer. The Doppler Sonar is manufactured by RDI. These items were extensively tested and approved for use in the PINS system by PMS490 via ECP CSS-ECP-SSN2-S007. The Doppler Sonar and transducers required can only be purchase from RD Instruments because their hardware is proprietary and the Government does not own the Technical Data Package or Rights In Data to procure the items from another vendor.
