Description
Architect-Engineering (A-E) services are required for design of miscellaneous operation and maintenance projects and supporting services at Minot AFB, ND. An open-ended contract will be issued for a period of 1 year with option to renew for 1 year. Projects will be issued to the contractor in the form of work orders. Work orders will not exceed $299,000 in fees. Cumulative amounts will not exceed $750,000 in fees per year. Work orders will be issued from time to time as need arises during the contract period. Design services required will be in conjunction with minor remodeling and maintenance type projects, including preparation of drawings and specifications. Various types of A-E services such as investigations, inspections, studies, reports, and cost estimates may also be required as relates to project design. A minimum of $5,000 in fee work will be issued under the contract; a firm-fixed price A-E (Indefinite Delivery) contract will be used. Significant evaluation factors in of relative importance are as follows: (A.) Professional qualifications necessary for satisfactory performance of required services. (B.) Specialized experience and technical competence in the type of work required. (C.) Capacity to accomplish the work in the required time. (D.) Past performance on contract with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (E.) Location in the general geographical area of the project and knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of project. (F). Acceptability under other appropriate evaluation criteria. Firms desiring consideration shall submit a completed form 254 and 255 no later than the close of business on 26 January 2004 in order to be considered. Cover letters and unnecessarily elaborate brochures, or other presentations beyond those sufficient to present a complete response are not desired. Submital by fax will not be considered. The proposed acquisition listed herin is open to both large and small business concerns. This is not a request for proposals. More than one contract may be issued as a result of this synopsis.
