Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being issued as a Request For Quote (RFQ). Submit offers on RFQ4022. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001- 18. This acquisition will be processed under Simplified Acquisition Procedures and is a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 811219 and the small business size standard is 6.0 million. The National Institute of Allergy and Infectious Diseases is requesting quotes for a maintenance service contract on a Protein X-ray Crystallographic and the SGI workstation software. The protein X-ray Crystallography requires high-end computers with sophisticated graphics capabilities. There is approximately 12 Silicon Graphics Workstations that are under the Unix Operating System. These computers are used for X-ray diffraction data acquisition, processing and structure modeling. No PC and MAC computers can be used as substitutes. It is important to maintain and upgrade these computers on a routine basis. The objective is to minimize the down time of our computing facility for structure determination project. The contractor shall demonstrate expertise in the following areas: 1) Professional experience in Unix based workstations systems management, silicon graphics octane and O2 workstations; 2) Computer language Fortran and C programming language; 3) X-ray crystallographic related software such as O, CNS, SHELX, X-PLOR, CCP4, SHARP, RIBBONS, MOLSCRIPT, SOLVE, HKL2000, SnB, XTALVIEW, CRYSTALCLEAR and other crystallographic related software; 4) Performing routine scheduled tasks to include data backups, system upgrades and troubleshooting on weekdays after 5PM and on weekends or federal holidays. Evaluation Criteria: 1) Price; 2) Expertise of the required software packages; 3) Ability to maintain and upgrade the computer workstations; 4) Ability to maintain operational X-ray Crystallographic system. FOB Point shall be Destination, delivery required to Rockville Md. 20852. This will be a fixed-price contract. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Comercial Items; FAR 52.212-2 Evaluation Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contractor Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3, Buy American Act also applies; FAR 52.204-7 Central Contractor Registration. Offerors shall include with their offer a complete copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items.
