Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole basis with the American National Standards Institute (ANSI), 11 W 42nd Street, New York, New York 10036 pursuant to the statutory authority of 41U.S.C. 253(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement shall be processed in accordance with the Simplified Acquisition Procedures of Part 13. The Contractor shall serve as the Secretariat for the International Organization for Standardization/International Electrotechnical (Commission Joint Technical Committee 1 on Information Technology, Subcommittee 37 on Biometrics (ISO/IEC JTC 1/SC37) and ISO/IEC JTC 1/SC 37 Working Group 4 on Biometric Functional Architecture and Related Profiles (ISO/IEC JTC 1/SC37 WG 4). ANSI is the sole United States of America member of the International Organization for Standardization/International Electrotechnical Commission (ISO/IEC). ANSI?s performance as Secretariat for the ISO/IEC Joint Technical Committee 1 on Information Technology (JTC 1) and numerous JTC 1 Subcommittees uniquely qualify the ANSI to serve as the Secretariat for the International Organization for Standardization/ International Electrotechnical Commission Joint Technical Committee 1 on Information Technology, Subcommittee 37 on Biometrics (ISO/IEC JTC 1/SC 37) and ISO/IEC JTC 1/SC 37 Working Group 4 on Biometric Functional Architecture and Related Profiles (ISO/IEC JTC 1/SC 37 WG 4). SC 37 and SC 37 WG 4 are critical to NIST?s program to accelerate the approval of International Standards in support of the Homeland Security requirements of the United States of America. The Contractor shall work directly with standards development bodies. Secretariat services shall include the following tasks:(1) SC 37 and SC 37 WG 4 documents shall be distributed using the facilities of the World Wide Web via http protocol software (commonly referred to as web browsers). (2) SC 37 and SC 37 WG 4 web sites shall be established and maintained and shall include information on structure, memberships, documents, ballots, personnel, meetings, and resolutions. (3) Electronic web-based balloting for SC 37 and SC 37 WG 4 shall be established. (4) Anti-virus software shall be well maintained to verify and ensure that all files are virus-free. (5) All standards shall be accompanied by an Executive Summary or abstract. (6) The structure of SC 37 and its subsidiary bodies shall be under continuous supervision and maintained to be current. (7) The Secretariat's electronic document distribution responsibilities (as defined in Annex H of the Procedures for the technical work of ISO/IEC JTC 1) shall be performed. (8) All correspondence and documents shall be promptly acknowledged and dispatched. (9) SC 37 and SC 37 WG 4 communication facilities shall be provided by telephone, facsimile, e-mail and web access. (10) Arrangements and facilities for services during SC 37 and SC 37 WG 4 meetings, in collaboration with the host National Body, shall be overseen. (11) Meetings requiring the SC 37 or SC 37 WG 4 Secretary's presence, including JTC 1 or SC meetings, or both, editing committee meetings, WG meetings, and consultation with the SC 37 Chairman shall be attended. (12) The SC 37 and its subsidiary bodies shall be provided advisory guidance on any point of procedure or drafting, after consultation with the ISO/IEC ITTF. (13) Vigilant awareness of any decisions by ISO or IEC Councils or TMB/CA regarding the activities that impact the operation of SC 37 and its subsidiary bodies, shall be maintained. *** THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
