Description
On or about Thursday, January 8, 2004 the Northeast Facilities Service Office will issue a solicitation to pre-qualify contractors for construction for several new construction projects for facilities within the State of Connecticut. The new construction facility projects will range in size from approximately 10,000 sf to 35,000 sf with an estimated cost range between $1.0 million to $6.0 million dollars. The pre-qualification will be for a period of two years from the official selection date. The Northeast FSO currently has several designs in process, including the projects indicated below, which are a representative sampling of the type of work to be completed under this selection process. Contractors who are pe-qualified as a result of this solicitation will be eligible to receive solicitation packages. NOTE: The USPS reserves the right to limit the number of pre-qualified firms invited to submit offers and also reserves the right to limit construction awards to any pre-qualified contractor depending upon the capacity of the firm, regardless of the price proposal. Pre-qualification factors will include similar construction experience (new construction work on buildings of the same size, cost, type and complexity); prior work in the State of Connecticut; prior successful U. S. Postal Service or other Government experience; project management; financial capability; company organization; company safety and health plan. To be eligible for this pre-qualification a contractor must be in business for at least five (5) years, and have successfully completed three (3) similar construction projects in the last five (5) years and will be required to furnish appropriate current references. Contractors will be evaluated by a committee and rated on the following factors in descending order: 1) similar construction experience; 2) project management; 3) company organization; 4) small, minority and women owned business subcontracting history; 5) quality assurance/quality control program; 6) financial capability. A full explanation for each of these categories can be found in the pre-qualification package. Anticipated projects to be awarded in 2004: Branford, CT - The USPS is designing a 21,800 sf, free-standing building to serve as a Carrier Annex facility for the Town of Branford, CT. The building will be USPS-owned and located on USPS-owned property at the corner of North Main Street (Route 1) and Chestnut Street in Branford, CT. Work includes, but is not limited to, providing all labor, materials and equipment required to construct a steel and masonry veneer building, including site development and may include the demolition of an existing 31,000 sf building on the site. The estimated cost of construction is between $2.5 million and $3.0 million dollars with construction completion 320 calendar days after receipt of the Notice to Proceed. It is estimated that construction proposals will be due on or about May 1, 2004 and construction award to be made on or about June 14, 2004. Award of this project is contingent upon funding approval. The design for this project is expected to be completed by April, 2004. Westport, CT Carrier Annex - The USPS is designing a 23,000 sf free-standing building to serve as a Carrier Annex facility for the Town of Westport, CT. The building will be USPS owned and located on USPS-owned property located at 234 Westport Avenue, Norwalk, CT. Work includes, but is not limited to, providing all labor, materials and equipment required to construct a steel and masonry veneer building including site development and may include demolition of an existing concrete block, steel and brick building on concrete foundation containing approximately 24,000 sf. The estimated cost of construction is between $4.5 and $5.0 million dollars with construction completion 365 calendar days after receipt of the Notice to Proceed. It is estimated that construction proposals will be due on or about August 4, 2004 and construction award to be made on or about September 15, 2004. Award of this project is contingent upon funding approval. The design for this project is expected to be completed by June, 2004. Additional projects are to be determined. Pre-qualification documents may be obtained from the Northeast Facilities Service Office, 6 Griffin Road North, Windsor, CT 06006-0300, Attention: Barbara Ward. There is no charge for the package. Requests may also be made via email to barbara.a.ward@usps.gov. Telephone requests will NOT be honored. Each prospective offeror must provide ALL of the requested documentation to be considered for pre-qualification. Failure to submit all of the requested information may result in rejection of the submission. Completed packages must be returned to the Northeast Facilities Service Office no later than Friday, February 13, 2004 for consideration. This solicitation is specific to new facility projects within the State of Connecticut only. Prior submissions for other projects DO NOT apply to this solicitation and must be resubmitted with specific information for consideration.
