- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for the Rehabilitation and Upgrade to the Chiller and Boiler Systems, Building 24, Phases I and II. JSC will issue a firm-fixed price contract. The contract will be for Phase I of the aforementioned project with Phase II as an option. Phase I will begin in the June 2004 timeframe and Phase II, if exercised, will begin performance in the January 2005 timeframe. Funds are not currently available. Phase I will include replacing existing chillers CH-1 and CH-3 with new steam turbine drive centrifugal chillers CH-1 and CH-3. Each chiller shall have a rated capacity of 2,000 tons. Only one chiller shall be removed from service at a time. The new chiller shall be operational before the second chiller is removed from service. Phase II will include the removal and replacement of boiler B-5, with a new 60,000 lb/hr, 400 psig, 600 degrees Fahrenheit boiler and the removal and replacement of the existing 15kV air switches with new 5kV SF6 switches at the transformers. The contractor will also provide a sidestream chilled water filtration system. The order of magnitude for the procurement is between $5,000,000 and $10,000,000 for Phase I and II combined. The effort shall be completed within 580 days per phase after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and the small business size standard for this procurement is 238220 and $12 Million, respectively. The 1997 NAICS Code corresponding to 238220 was 235110. The anticipated release date of the Request for Proposal (RFP) is on or about February 2, 2004 with an anticipated offer closing date of on or about March 2, 2004. A site visit is tentatively planned for February 17, 2004. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
