Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Contracts Division, Code 2.5.1.2, Webster Field St. Inigoes, Maryland intends to issue a Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price contract for the duration of a base year with four one year options with Sierra Nevada Corporation, 444 Salomon Circle, Sparks, NV 89434-9651 to fabricate SNC receivers, radar processor control units, antenna control drawer sub-assemblies and antenna modification sub-assemblies. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c) (1) as implement by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The hardware will directly support the Aircraft Control Approach Central AN/SPN-35C Radar Set. The AN/SPN-35C is an upgrade system to provide reliability and maintainability for the legacy AN/SPN-35B systems, currently installed on LHA/LHD class ships. Estimated quantity of SNC components and subassemblies is based on ship availability. The minimal quantity is two complete systems. Shipment shall be FOB Destination to Naval Air Warfare Center Aircraft Division Webster Field, St. Inigoes, Maryland 20684. The applicable NAICS is 334220 and the SIC code is 3663 and the small business size standard is 750 employees. The period of performance is from the date of award through 2008. Sierra Nevada Corporation is the original equipment manufacture of the AN/SPN-35C Radar subassemblies, and is the only known company that possess the technical expertise, documentation, and special tooling necessary to fabricate associated parts and subassemblies for this complex system. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. The Naval Air Warfare Center Aircraft Division, Contracts, shall consider all responses. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
