Description
This synopsis is a solicitation notice for the construction of a Multi Purpose Range Complex Heavy at Fort Pickett, Blackstone, Virginia. The project number is 510109. The project is for the Virginia Army National Guard. The Complex includes the re moval of unexploded ordnance, construction of a two-lane multi purpose range and supporting facilities. The range construction includes the demolition of the existing control tower, overhead power target emplacements and roadways and construction of tank t rails, target maintenance roads and target emplacements including data, control and electrical power, a control tower and bleachers. The support facilities construction consists of an ammunition dock, ammunition breakdown building, operation/storage build ing, covered mess, latrine and vehicle staging and parking areas. The contractor will furnish all material, tools, labor, equipment and supervision necessary to perform and complete the work. The estimated construction cost is between $25,000,000 and $100 ,000,000. The contract type will be firm fixed price. To be eligible for award, a firm must be registered in the DoD Central Contractor Registration (CCR). Firms can register via the CCR Internet site at http://www.ccr.gov. The North American Industry Clas sification System (NAICS) code for this work is 237990 Other Heavy and Civil Engineering Construction. The small business size standard is $28.5 million. Bonding is required for this acquisition. Contractor??????s Quality Control will be a requirement of t his contract. The contractor will be required to commence work within ten calendar days after notice to proceed and is required to complete the work not later than the time provided in the contract. This acquisition is unrestricted regarding business si ze. All responsible sources are encouraged to bid. Large business firms are required to submit a subcontracting plan with the following minimum goals: 65% for Small business; 3% HUBZone Small business; 4% Small disadvantaged business; 8.7% Woman Owned Sma ll business and 3% service Disabled Small business. The date for issuing the solicitation is 20 January 2004. The tentative date for the pre-bid conference/site visit is 29 January 2004. The conference will begin at 10:00 a.m. local time at the USPFO conf erence room, Building #316, Fort Pickett, West 10th Street and Rives Street, Blackstone, Virginia 23824-6316. All contractors are encouraged to attend. Request for Bid Information may be provided to the Contracting Officer before or after the pre-bid con ference/site visit. Due to current security restrictions any other time for a site visit must be requested through Ms. Susan Quinn. The government will attempt to accommodate all requests for site visit but is not required due to limited availability of personnel. Your questions are to be addressed to Ms. Susan Quinn. The bid opening time is 2:00 p.m. local time at the USPFO for Virginia. This project has been assigned Invitation for Bid number W912LQ-04-B-0001. Requests for the solicitation package should be submitted as soon as possible after the issuance of this synopsis. To obtain plans and specifications offeror s must submit a check or money order in the amount of $347.00 to HSMM, 448 Viking Drive, Suite 145, Virginia Beach, Virginia 23452. This contractor will not answer bid questions. This check is nonrefundable. This amount is for the reproduction of the bid package and does not include shipping cost. Contractors will include with their check a shipping account number to handle the shipping costs, company name and complete mailing address, point of contact with phone number, facsimile number and email addres s if available.
