Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), through the Program Support Center, plans to award a sole source simplified acquisition to Rand Corporation. The purpose of this requirement will be to support a multi-site evaluation of the Co-Occurring State Infrastructure Grant Program (COSIG). The Contractor shall develop and conduct the evaluation, overseen by SAMHSA. COSIG states will participate in the development of the evaluation design and will provide primary data. The Contractor will collect, analyze, and report findings from qualitative and quantitative data. The qualitative component of the evaluation will determine the financing, organizational, and clinical objectives at each of the demonstration sites; document strategies for the achievement of, and for overcoming barriers to these objectives; and evaluate the extent to which the objectives are achieved over the course of the 2003 COSIG Initiative. Qualitative data will be collected through interviews with key staff at the level of the state and local authorities, and at the level of the provider agencies. The quantitative component of the evaluation strategy will focus on tracking changes in consumers' access to, and use of, services. The evaluation will also develop and approach to examining changes in quality of care for persons with co-occurring disorders, potentially using information from administrative data and charts in order to characterize the consistence between services actually provided, versus best practice guidelines and recommendations. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
