- Description
- The Defense Energy Support Center (DESC) is soliciting proposals on a full and open competitive basis to award a contract to provide credit card services for the Aviation Into-plane Reimbursement (AIR) card and Ship?s bunkers? Easy Acquisition (SEA) card programs with a single credit card facilitator. The AIR Card program is an established commercial purchase/credit card based program for aviation fuel/related products and ancillary services. The SEA Card Program will be a newly established program, similar to the AIR Card program, but for ship fuel/related products and ancillary services. The cards provide the means used by DESC Customers, i.e., Military Services, Federal Civilian Agencies and State and Local Drug Enforcement Agencies, to receive these services. The contractor will be expected to use commercially available services to process large numbers of retail fuel transactions and provide detailed transaction processes with the Defense Energy Support Center Fuels Automated System (FAS). The contract period is for a five (5) year base period plus one (1), three (3)-year option. The solicitation will be issued on or after January 16, 2004, available through FedBizOps and the DESC home page at: www.desc.dla.mil, click on ?Products and Services? button, then ?US Government Credit Card Programs? and ?AIR Card Program?. There will be a pre-proposal conference on February 3, 2004 in the Command Conference Room of the McNamara Complex on Fort Belvoir, VA. 22060. The pre-proposal conference will begin at 9:00 a.m. Attendance at the pre-proposal conference is urged. Accommodations to host the pre-proposal conference by the Government will be based on the number of contractors who have indicated their desire to attend the pre-proposal conference.
