Description
1.0 INRODUCTION 1.1 Background One of the primary responsibilities of the Defense Information Systems Agency's (DISA's) Computing Services Directorate is providing support for complex charge back software and methodologies in support of mainframe and distributed hardware environments. 1.2 Purpose This Request For Information (RFI) seeks to identify software that will support a methodology for developing rates for the distributed server environment. This software must also support overall charge back methodologies and strategies used to collect and employ charge back information in this environment. Computing Services Directorate overall objectives are: * Collect, measure, and convert server workload data into meaningful information and business tools * Support Service Level Agreement (SLA) development, management, and reporting * Produce multi-level customer invoices and deliver them electronically to customers utilizing available web-based technology with comparisons and calculations built in to product reports comparing the planning estimate, to the execution and a compute an annual burn rate. * Provide canned and ad hoc Financial Management reports (to include database query capabilities) * Create a personalized web based desktop that can be used as a single point of access for charge back data from our distributed and mainframe configurations. 1.3 Computing Services Environment The DISA Computing Services environment consists of hardware from SUN, HP, Dell and others. The operating systems consist of HP-UX, Solaris, UNIX, Windows, and others. The equipment is located at up to 19 sites across the continental US. 2.0 Technical Information Requested From Vendor 2.1 Charge Back Software Hardware/Software Operating Environment The vendor's software components must operate in Computing Services' hardware/software environment. 2.2 Charge Back System Operational Questions * Describe your Web-enabled tools that will enable Computing Services Directorate to negotiate, establish, collect, enforce, monitor and implement end-to-end SLA standards and procedures for our distributed server hardware and software environment. * Describe your Web-enabled tools that will enable Computing Services Directorate to negotiate, establish, collect, enforce, monitor and implement end-to-end rates for our distributed server hardware and software environment. * Describe how charge back metrics/data is collected. Provide a list of vendor-developed agents/collectors. * Describe how well your product works with current charge back systems and software by explaining how data is shared and integrates with data captured by other mainframe and distributed systems. * Does your product have product-developed procedures to monitor, recover, and restart your system in a production environment? * Describe how your product utilizes Web or other technology to provide or facilitate system access to users and customers. * Are there facilities in place to easily create development and test environments? Explain. * Provide a list of education/training classes required to administer/support your product. * Describe your licensing structure. Do you provide site licenses, concurrent user licenses, or seat licenses? * Are third party software products required to implement your product? * Does your server charge back software use client/server architecture? * Does your server charge back software use web browser architecture? * Does your server charge back software provide a GUI interface? * Does your server charge back software provide for administrator-defined menus? * Describe your software's ability to customize menus. * Does your server charge back software provide an on-line help facility? * Does your server charge back software provide complete user documentation, including documentation defining system errors and recovery procedures? * Describe your security features for controlled access to data? * Describe the interaction between the application software security, database security and operating security. 2.3 Environment The software will be installed in a geographically dispersed environment. The ideal solution should be able to function independent of the number or type of servers. 3.0 INSTRUCTIONS FOR RFI SUBMISSION 3.1 Submissions Vendor RFI responses must be received by COB 1/15/04. You are requested to submit your response to ansont@scott.disa.mil and to brittonj@den.disa.mil. Information submitted will be used for information to draft a solicitation. 3.2 Your Company Information As the first section of your response include details regarding your company, such as brochures and other published material. At a minimum the following information should be provided: * Company name, address, city, state & zip, phone number * At least one sales contact with phone number and e-mail address and one technical contact with phone number and e-mail address * Where within the U.S. your main offices and satellite offices are located * Demonstration of ability to complete the project Three references of similar software installed at other locations of similar size and complexity is requested. If this is not possible, provide three references of software similar in scope installed at locations of any size and complexity. Include contact names, telephone numbers and addresses, and indicate when the software was installed. Computing Services Directorate is not liable in any way for any costs incurred by vendors in the preparation and delivery of their responses neither to the RFI nor for any subsequent discussions and/or product demonstrations. Receipt of the RFI or submission of an RFI response confers no rights upon the vendor nor obligates the Computing Services Directorate in any manner. 3.3 Questions Questions regarding the RFI should be submitted by electronic mail.
