Description
The Government intends to award a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) five (5) year contract for the Microphone Element, NSN # 5965-01-418-4371, P/O M-172/VRC which is P/O AN/VIC-3 as a result of a result of a 2-step reve rse auction process. The guaranteed minimum is Ten (10) each to be procured at time of award. This is a 100% small business set aside. The first step will include the submission of a Technical Proposal and a sample of the Microphone Element (NOT A PROTO TYPE) which shall be submitted in response to the Invitation for Bid (IFB) W15P7T-04-B-G616, which will be issued on or about 15 January 2004. The Technical Proposals shall NOT include prices or pricing information. Technical Proposal and Sample will be evaluated using the Source Selection Method only those offerors/bidders remaining in the competitive range will be invited to participate in Step Two (2). Step Two (2) will be based on the reverse auction procedures. Only bids based upon technical propos als determined to be acceptable will be considered for award. Award will be made by the lowest price submitted under the reverse auction technique. Each bid must be based on the bidders own technical proposal. Offerors should submit proposals that are a cceptable without additional explanation of information. The Government may make a final determination regarding a proposals acceptability solely on the basis of the proposal as submitted. A notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptability. Only one technical proposal may be submitted by each offeror. Delivery information will be posted with the solicitation. The date of the reverse auction is TBD and will b e announced at a later date in an amendment to the solicitation. Those offerors/bidders invited to participate in the reverse auction will be notified and issued passwords and logins to be used to access the auction. See Numbered Note 1.
