Description
The 11th Contracting Squadron, National Capital Region Support Flight intends to solicit proposals for an Alternate Dispute Resolution (ADR) support services and training follow-on contract. A Request for Proposal (RFP) is intended for release on 07 Nov 03 with responses due on 09 Jan 04. The objective of the requirement is to promote the use of ADR techniques and processes to resolve disputes at the earliest stage practicable, by the fastest and least expensive method possible and at the lowest possible organizational level. Although several mediation models exist, the Government antcipates using the Air Force standard, that of the single mediator model. All reference material and sources shall be identified in the forthcoming RFP. Offerors that respond to this solicitation are expected to have the capabilities to provide mediation for routine and urgent services, provide mediator mentor services and third party neutral services. The offeror will be expected to conduct ADR training to base, installation or facility level personnel and to military and civilian personnel as well as management and non-management. The offeror must also be knowledgable of Interest-Based Bargaining (IBB) to include practical applications of IBB components, techniques, strategies, execution and processes and have an understanding of IBB concepts as applied to collective bargaining agreements and labor-management partnerships. Contract award will result from a Best Value approach in accordance with FAR 15.3 and supplements. Evaluation criteria will be identified in the forthcoming RFP. The Government anticipates to award four Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
