- 30 DECEMBER 2003 The below presolictation posted 29 December 2003 is planned to be a 60/40 award to two contractors, using Best Value principles. No Off-Shore Production is allowed, per Berry Amendment. 29 DECEMBER 2003 POSTED ON FEDBIZOPPS SPO100-03-R-0205 The above solicitation number supersedes solicitation number SP0100-03-R-0208 (synopsis posted 2 September 2003) SOCK, BOOT, GREEN, ANTIMICROBIAL, for ARMY NSN 8440-01-508-3356(S) will be made in accordance with Purchase Description CR/PD 03-18, Dated 29 April 2003 AND/OR AMENDMENTS regarding requirements for above Sock. This Solicitation will include a Base Year MIN/MAX, PLUS 5 OPTION TERM YEARS WITH THE SAME MIN/MAX As follows: 1) Quantity: 3,000,000 Min to 6,000,000 Max 2) Sizes: 6 3) Lead Time: 90 days 4) Initial Delivery Order: 12 (On Initial Order) 5) Destination: SNT, NEW CUMBERLAND PA The Solicitation will be issued using negotiated method of procurement trade-off procedures, applied with technical factors, including Product Demonstration Model and Experience/Past Performance. The Specific criteria used to determine the ?Best Value? will be clearly outlined in the Solicitation when it is issued, which is expected on or about 15 January 2004. Important Note on Foreign Content The Defense appropriations and authorization acts and other statues (including what is commonly referred to as the Berry Amendment. Imposed restrictions on the DOD?s Acquisition of Foreign products any services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), and specialty metals, (as defined in DFARS clause 252-7014) must be grown, reprocessed, reused, melted or produced in the United States, Its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. This acquisition is a Small Business Set-Aside. ?Trade Off? Source Selection procedures will be utilized, as indicated above. See numbered notes 9, 26.
