Description
The U.S. Geological Survey (USGS) Energy Resource Surveys Program and Earth Surface Processes team require statistical services needed to conduct valid, scientifically credible assessments of undiscovered oil and gas resources in northern Alaska, selected Arctic basins, and the San Joaquin basin. Contractor will also assist in developing a probabilistic geologic/hydrologic model of the Santa Clara basin in California. The USGS intends to negotiate on a sole source basis with Southwest Statistical Consulting, LLC, 960 Sligo Street, Cortez, Colorado, pursuant to FAR 6.302.1. Assessments of undiscovered oil and gas resources for northern Alaska and the San Joaquin basin and publication of the results in technical journals are scheduled during Federal FY 2004. Contractor will follow established USGS methods or develop new approaches. The assessments carry a specific timetable for completion. Contractor expertise must include: (1) experience in USGS oil and gas assessment methodology; (2) familiarity with USGS resource categories and economic analysis; and (3) basin modeling, prospect evaluation, and risk analysis. In addition, contractor must have expertise required to construct a probabilistic 3D model of hydrologic permeabilities in a sequence stratigraphic framework of the Santa Clara Valley of California. Expected contract period date of award through 9/30/04. The proposed contractor is the only known source having the required qualifications in the field of statistics, knowledge of USGS oil and gas assessment techniques and the types and levels of documentation required to meet the needs of the USGS in a timely and efficient manner. This notice is not a request for proposals. Interested parties should submit written response to the Contracting Officer within 15 days of posting of this notice. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. Determination to compete this requirement is solely within the discretion of the Government; no additional synopsis will be published.
