Description
A solicitation will be issued for selection of Design/Build firms using a Staged Two-Phase selection procedure approach to achieve the negotiation and award of Design/Build contracts during a period of five (5) years. Typical projects to be designed and constructed under contracts using this approach may include but are not limited to family housing, dormitories, dining facilities, bachelor and visiting officer quarters, child care facilities, fitness/health and wellness centers, education buildings, chapels, and similar residential and non-industrial type buildings. Contracts may be awarded for projects generally within the geographic boundaries of the Southwestern Division of the U.S. Army Corps of Engineers, which includes primarily the states of Oklahoma, Texas, and Arkansas, and is supported by the Tulsa, Fort Worth, Galveston, and Little Rock Districts. Contracts may also be awarded by other Corps of Engineer districts to support any and all Southwestern Division customers located in geographic al areas outside the Southwestern Division boundaries. As per FAR Subpart 36.3, the acquisition process will consist of two stages to accomplish both phases of the two-phase selection procedures for the award of Design/Build contracts. The first stage will accomplish Phase I of the two-phase selection procedu re and will consist of the issuance of a solicitation requesting interested Design/Build firms and/or teams to submit proposals of their qualifications, capabilities, experience, and related management/technical criteria. Upon evaluation of all proposals, the three (3) most highly qualified firms will be selected to enter into Phase II of the selection procedures. Phase II will commence the second stage of the acquisition process consisting of a five-year term for the Government to issue selected Design/B uild solicitations to those three firms for competitive negotiations and award of Design/Build contracts. As Design/Build projects are identified during the five-year term of the second stage, the three selected firms will receive a solicitation to submit technical (design) and cost proposals for the design and construction of each project. Upon the evaluation of the proposals and completion of competitive negotiation procedures for each project, Design/Build contracts will be awarded to the selected firm for each particular project. This acquisition process will not provide any guaranteed value amount to any of the selected Design/Build firms, nor will the acquisition provide any guarantee of the award of a contract by the Government to any of the selected firms. The acquisition proc ess will not specify a minimum nor maximum number of solicitations to be issued or contracts to be awarded during the term of the second stage, nor will the acquisition process specify a minimum or maximum contact value, cumulative or otherwise.
