- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation FA5587-04-Q-2065 is issued as a Request for Quote (RFQ). This document and incorporated provisions and clauses are those in effect for Federal Acquisition circular 97-17. This acquisition is unrestricted. Schedule of items: CLIN 0001 ? BUS SERVICE BETWEEN RAF MILDENHALL AND KAPAUN AS GERMANY. SEE FOLLOWING STATEMENT OF WORK, ADDITIONAL INFORMATION AND SCHEDULE OF TRIPS. The provisions at FAR 52.212-1 Instructions to Offerors ? Commercial Items applies to this solicitation. Statement of Work For FY 2004 NCOA Bus Contract Period of Performance ? 3 January 2004 thru 29 October 2004 SERVICES, NON-PERSONAL: Contractor will provide a 75 passenger, Double Decker coach to transport Air Force personnel and dependents (and their luggage) from RAF Mildenhall, Suffolk to the NCO Academy at Kapaun AS, Germany (vicinity of Kaiserslautern, GE) and return. All passengers can expect to be traveling with 2-3 full size pieces of luggage, none of which can be stowed in the passenger area. Luggage is a major consideration and the contractor will ensure it can be stowed and transported in the bus or in the trailer (there needs to be a luggage trailer with every trip made to and from the NCOA). The contractor will ensure that the coach is of the highest caliber (Executive class or higher), with a partial table and facing seat configuration on the lower level. It must be equipped with video/movie capability, including multiple TV screens and a sound system other than just the TV speaker, all in good working order. At least three movies suitable for general viewing will be played in each direction at no additional charge to the riders (the same movies will not be shown in each direction). A fully functional water closet is required that does not impose usage limits on the passengers. Water, coffee, tea, and hot chocolate will be made available to all the passengers, at no cost to the passengers. The contractor will ensure that at least two rest stops of not less than 30 minutes each are made between RAF Mildenhall and Kapaun AS. Passengers must be afforded the opportunity to disembark from the coach at rest stops, and the selected rest areas must provide restroom facilities and moderately priced dining facilities. The contractor will instruct the driver(s) that smoking within 15 feet of the coach entrance (including continental doors) is not allowed. Travel delays at the Channel crossing point do not count as one of the required two stops (the coach must travel on the Channel Ferry when crossing the English Channel). Should the coach encounter mechanical difficulties that impair the safe or timely transport of the passengers in either direction, the contractor will (at their expense) immediately coordinate a replacement coach of equal or higher quality and equipment (which will be subject to the same conditions). The contractor will ensure all regulatory requirements regarding driving hours, safety equipment, etc., are complied with, as well as ensuring the driver(s) is thoroughly familiar with the route and emergency contact procedures along the way. The contractor will ensure that the driver(s) carries a Europe wide capable mobile phone for emergency use by him on all parts of the journey, and will allow the Troop Commander use of the phone, approximately 30-minutes drive time from Kapaun AS, for the purpose of arranging an escort for the bus upon arrival. Description of Travel Dates and Pick-up Points 1. On the Blue dates below the coach will depart from the Long Term Parking Lot on RAF Mildenhall, at 1900 hrs, and deliver the passengers one-way (drop off) to Kapaun AS, Germany. Once the coach arrives at Vogelweh AB, it will proceed to the Vogelweh Billeting Office where the passengers will process into their rooms. Once everyone has signed for their rooms, the passengers will once again board the coach and proceed to the NCOA at Kapaun As, for the final delivery of the passengers. The bus will then return (empty) to the United Kingdom. 2. On the Red dates below the coach will pick up invited guests for the graduation ceremony, departing from the Long term Parking Lot on RAF Mildenhall at 1900 hrs, and transport them and their luggage to Kapaun AS, Germany, in time to attend the NCOA graduation (approximately 0800 hrs) 3. On the Green dates below the coach will depart Kapaun AS, Germany, at 0700 hrs to return both the invited guests and the graduates, with their luggage, to the Long Term Parking Lot on RAF Mildenhall. 4. For the sake of clarity, a ?trip? will be considered all runs associated with an individual class. Therefore, a ?trip? will consist of a roundtrip (Blue) and a roundtrip/return (Red and Green combined). The FY 2004 schedule will include six (6) trips.
