Description
The Department of Veterans Affairs (VA) intends to award a contract on a sole source basis to Joint Commission Resources (JCR), a subsidiary of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO). VA is one of the largest health care systems in the nation. Currently, the VA has a need for trained and knowledgeable faculty to conduct didactic education sessions for 65 hospitals on JCAHO?s new accreditation process and tools that will be used, standards and associated changes. The project must also include on-site consultation regarding new tracer methodology by trained and knowledgeable faculty with the latest information and expertise to provide this service. Only JCR can provide these services at this time due to a recent change in policy concerning surveyors no longer serving as consultants. In addition, JCR consultants have received the latest information on standards, technology and process for the new accreditation process scheduled for implementation in January 2004. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
