Description
Repainting & Asbestos Abatement for Fifty Navy-Owned 50-ft Railroad Boxcars For Naval Weapons Station Earle, Colts Neck, NJ. The contractor shall provide all labor, equipment, material, supervision and transportation to repaint and abate asbestos for fifty (50) 50-ft railroad boxcars (Base Bid) and an additional fifty (50) boxcars (Option 1) as described herein. The contractor is to arrange for the transportation of the 50 boxcars (100 boxcars if option 1 is exercised) from the Naval Weapons Station Earle, Colts Neck, NJ to the contractor’s work location for repainting, minor repairs, and abatement work. Work includes asbestos removal and disposal, priming, painting, re-lettering and minor sheet metal repairs prior to painting. After completing the work, the contractor shall then arrange to transport the re-finished boxcars back to the Naval Weapons Station Earle in Colts Neck, New Jersey. The contractor is responsible for performing all work and making all transportation arrangements necessary. The Government will not provide any services, transportation or materials for this contract. Railroad cars are in traveling condition according to FRA standards. The contractor is also responsible for arranging storage for the railcars until repair work can proceed at the contractor’s work site and storage of completed railcars until delivery back to Naval Weapons Station (NWS) Earle can be made. The contractor shall obtain all required permits from the Local, State, and Federal Agencies that govern the work area the contractor chooses and for the type of repair work that will be performed. The contractor is responsible for the boxcars while they are in the contractor’s possession and until returned to NWS Earle. The Government will perform a final inspection of the boxcars when delivered to NWS Earle. The Government will reject any boxcar that doesn’t conform to the specification’s repair work requirements. Unacceptable boxcars shall be removed from Navy property at that time for rework. The contractor shall set up new delivery dates and times for re-worked boxcars. The resultant contract will be a firm-fixed price type contract. The NAICS code for this procurement is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance). The size standard is $5,000,000.00. The proposed procurement is 100% Set-Aside for Small Business concerns. Performance period for the base bid item (50 railcars) will be a period of 180 calendar days commencing 15 days after notice of award. The completion date will be extended by an additional 180 calendar days if Option 1 (an additional 50 railcars) is exercised. In accordance with FAR 5.102(d), all solicitation documents will be limited to electronic medium using Adobe Acrobat (PDF) file format. Downloading from the Internet is free of charge, however some specifications may take a considerable amount of time to download. All prospective offerors are encouraged to register for the solicitation prior to downloading it from the ESOL website. Notification of any changes to this solicitation (amendments) shall be made from the ESOL website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. Official Planholders list will be maintained on and can be printed from the website. Planholders lists will not be faxed and will only be available from the website. All contractors are required to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Failure to register in the CCR makes an offeror ineligible for award of DoD contracts. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov.
