Description
NASA/KSC has a requirement for independent assessment that will validate the assumptions, data queries used to analyze the data collected, and analysis techniques used by the Data Mining Assessment Team. The contractor will be required to evaluate the PRACA (DB2 database) and Maximo (Oracle database) data utilized by the team for consistency and accuracy. Evaluate specifically the data collected associated with the Critical Item List (CIL). Evaluate the data analysis techniques used and recommend additional capabillities tht could be used to further analyze the data collected, if necessary. Evaluate the criteria used for data set reduction by the KSC data mining team, and Prepare a final report documenting the contractor's findings and additiona recommendations, if any. NASA/KSC intends to purchase the services from Optimal Engineering Solutions, Inc., 6607 Deneah Court, Port Orange, FL 32128 using the authority 10 U.S.C. 2304(d)(1(B) when it is likely that award to any other source would result in and unacceptable delay in fulfilling the agency's requirement for return to flight effort. The contractor has the required familarity with KSC, Shuttle Launch Operations and the KSC PRACA infrastructure. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on _12/30/2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
