Description
The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole source order under Naval Inventory Control Point (NAVICP) Basic Ordering Agreement (BOA) N00104-02-G-A404 to Raytheon RTSC, 2555 Ellsmere Ave, Norfolk, VA 23322. This order will provide the FY04 procurement of services for life cycle support of the AN/USC-38(V) Extremely High Frequency (EHF) Satellite Communication (SATCOM) terminals, AN/WSC-6(V) Super High Frequency (SHF) SATCOM terminals, and Global Broadcast Service (GBS) terminals. Since Raytheon is the original designer of the AN/USC-38(V), AN/WSC-6(V), and GBS terminals, Raytheon is the only company that possesses the detailed knowledge and expertise to assess the efficacy of substitute components or to redesign modules and components as necessary to resolve parts obsolescence problems. The requirement is for Raytheon to technically review the three terminals and create a database identifying all parts/components of the AN/USC-38(V), AN/WSC-6(V), and GBS terminals that will become obsolete within a two-year period. The effort will include: 1) the monitoring of Bills of Material (BOMs / Parts Lists) for the AN/USC-38(V), AN/WSC-6(V), and GBS product lines; 2) conducting obsolescence reviews as required for MIL-SPEC parts; and 3) recommending either lifetime buys or MIL-SPEC part substitutions for all parts/components that will become obsolete within a two-year period. Raytheon will establish a database to support this effort; the database will provide the availability of substitute electronic components, including industrial and commercial material. The database will be provided to the Government at the completion of this effort.
