- NA The Army Contracting Agency, White Sands Missile Range, Directorate of Contracting intends to procure Upgrade of an already procured Data Acquisition System (DAS) to match an already existing Digital Control System (DCS) on a sole source basis pur suant to FAR 6.302-1 and 10 U.S.C. 2304 (c) (1). The Government intends to award a contract to System Planning Group, 1000 Wilson Blvd, Arlington, VA 22209. The following upgrades will be procured. Upgrade the DAS to match DCS Upgrades. Allow for addit ional communications latency in the DAS. Provide a separate set of function labels for each Project Interface (i.e. site) in a mission. Provide general on-site support. The NAICS Code and the small business size standard for this procurement are 541710 an d 500 employees. The requirement is set aside 100% for small business. System Planning is the sole source because they are the original equipment manufacturer. They are the only company that can provide immediate upgrades without interference to critica l mission operations. The following provisions and clauses apply: 52.212-1 Instructions to Offeror, Commercial Items; FAR 52.212-3 Offeror Representations and Certifications, Commercial Items; FAR 52.212-4 Contract Terms and Conditions, Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items (including 52.22-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13 and 52.232-36), FAR 52.222-19, DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items; DFARS 252.225-7001, and DFARS 252.225-7036 Alt 1. NUMBERED NOTE 22 This notice of intent is not a request for quotation. However, all proposals received no later than 12:00 P.M. MST December 22, 2003, will be consider ed by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpo se of determining whether to conduct a competitive procurement. You must be registered in the Central Contractors Registration (CCR) in order to receive the award if you are selected.
