Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quote Number is FA4452-04-Q-A042. This requirement is for CLIN 0001, 11 each, Avalanche 2200 Model B/Reflector 2200 Model B, to include 36 months of software updates, or Equal and optional CLIN 0002, 11 each Avalanche 2200 Model B/Reflector 2200 Model B, to include 36 months of software updates, or Equal. The salient characteristics for this requirement can be found in Attachment 1. All items are to be delivered FOB Destination. CLIN 0001 will be delivered to the following locations: 1 each to AFMC Wright-Patterson, Wright-Patterson AFB, OH 45433; 1 each to AFSPC Peterson, Peterson AFB, CO 80914; 3 each to Scott HQ AFCA/GCLO, Scott AFB, IL; 1 each to AFSOC Hurlburt, Hurlburt Field, FL 32544; 1 each to AETC Randolph, Randolph AFB, Texas 78150; 1 each to ACC Langley, Langley AFB, VA 23665-2091; 1 each to PACAF Hickam, Hickam AFB, Hawaii 96853; 1 each to ANG NOSC, McConnell AFB Kansas; 1 each AFRC Robins, Robins AFB, Georgia 31098-1635. Request offeror?s propose their best delivery schedule for CLIN 0001, but in any event, delivery of all 11 items must be made no later than 13 Feb 2004. CLIN 0002, if exercised, shall be delivered at a mutually agreeable date. Federal Acquisition Provisions (FAR) 52.212-1, Instructions to Offerors ? Commercial Items (Oct 2003), FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2003), FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (Oct 2003) and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items (Oct 2003) shall apply to this solicitation. In addition, FAR 52.217-6 Option for Increased Quantity and FAR 52.211-6, Brand Name or Equal are applicable and are hereby provide in full text: Option for Increased Quantity (Mar 1989). The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 365 days of contract award. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. Brand Name or Equal (Aug 1999), (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. Contractors submitting quotes must be enrolled in the Central Contractor Registration (CCR). Award will be made to the lowest price technically acceptable responsible offeror. Quotes and a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, shall be submitted electronically to teresa.francoeur@scott.af.mil by 09 Jan 2004, 3:00 p.m. Central Standard Time. Late quotes will not be accepted.
