Description
This is a combined synopsis/solicitation for procurement of C-130 flight simulator training, initial and refresher, flight engineer training, VAST training, and engine ground run training with training manuals. CAE USA, Inc. is the only known source capable of conducting the required training by the required delivery dates. CAE USA, Inc. has the only known C-130 full motion flight simulator with seven degrees of freedom. Therefore, this requirement will be a non-competitive acquisition under 10 U.S.C. 2304(c)(1). In the event an unknown source has the capability to provide the training, they are invited to submit a proposal. Proposals are preferred via e-mail, but may be submitted by mail or fax. The Request for Proposal number is F41689-04-R-0011. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-10. This solicitation is unrestricted. The NAICS code is 611512 and small business size standard is $18,500,000. CLIN 0001 ? Provide one Initial Pilot Conversion courses, CLIN 0002 ? Provide 14 Refresher Pilot courses, CLIN 0003 ? Provide three Refresher Engine Ground Run course, and CLIN 0004 ? Provide one Initial Engine Ground Run course. Training must be conducted in a full motion C-130 flight simulator with seven degrees of freedom configured to the SAAF aircraft. Training will be conducted throughout CY 2004. The provision found at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. FAR 52.212-2, Evaluation -- Commercial Items is not applicable. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition. The Defense Priorities and Allocations System (DPAS) is not applicable.
