Description
RFP 1-JC-03-03: COST PLUS INCENTIVE FEE PROCUREMENT. The U.S. Department of Labor, Office of Job Corps Boston region has a requirement for the Operation of the Hartford Job Corps Center in Hartford, CT. The RFP requirements include provision of academic, vocational, social skills and career development training and related support services for an estimated total of 100 male and 100 female students. The contractor shall provide residential quarters (housing) and services to residential students. The successful contractor will operate the Hartford Job Corps with the services shown above for a two year base period [08/01/04 through 07/31/04]. This center is a new center and the contractor will be responsible for initial startup activities for a period of three months to prepare for the first student input on or about November 1, 2004. Additionally the contract will include the Governments right of three successive one year options. This solicitation is set aside 100% for Small Business Concerns [FAR 52.219-6 Notice of Total Small Business Set-Aside (04/03)]. The North American Industry Classification System [NAICS] Code is 611519. The small business size standard is $30 Million. The 100% Small Business Set-Aside does not preclude a Small Business from partnering with a Large Business when done in compliance with Federal Regulations. It is encouraged, but not required, the businesses new to Job Corps have the benefit of experienced partners or associates. This procurement will be made in accordance with FAR 215-1 Alternate 1 which allows for Oral presentations. Despite the allowance of oral presentations, written submissions will be required. The written parts of the proposal are to be received at the Boston Regional Office of Job Corps Room E-350 JFK Federal Building, Boston, MA 02203 by February 23, 2004 ?12:00 noon local time. RFP to be issued on or about January 06, 2004. In accordance with FAR 5.102 (A) (7), availability of the RFP will be limited to downloading from the following web address: http://wdsc.doleta.gov/jobcorps/. A Pre-Proposal Conference will be held on January 16, 2004 at 8:00am local time at Union Station, 2nd Floor Conference Room , One Union Station Place, Hartford, CT 06103 Telephone 860-522-1111 x32. Walkthrough of the site will be held immediately after the Pre Proposal Conference. The Hartford Job Corps site is located at 180 Overlook Terrace, Hartford, CT 06106. All attendees are encouraged to download the RFP prior to the PRE-Proposal Conference and Walk Through. Approximate dates for Oral Presentations are April 26 - 30, 2004.
