Description
The Department of Health and Human Services (DHHS) is implementing a strategic sourcing program to increase efficiencies and drive savings across the various operating and staff divisions. As part of this strategic sourcing initiative, a Request for Information is being issued to locate potential sources to provide IT peripherals, including monitors and printers, to DHHS. To respond to this Request for Information, a firm must have a current GSA Federal Supply Schedule (FSS) covering IT peripherals. If a firm is in the process of obtaining a GSA FSS, the contract must be in place and orderable by March 31, 2004 to be considered. Attached to this Sources Sought Notice is a Request for Information document in an Excel workbook. The Request for Information document includes an introduction plus five sections. Section A is DHHS Information, Section B is Supplier Information, Section C is Delivery Requirements, Section D is Product Requirements and Section E is Service Requirements. The scope, estimated dollar expenditure for IT peripherals and potential contract term are contained in Section A. DHHS will use the information submitted by firms in the Request for Information document to identify GSA FSS contract holders that have the resources and capabilities to best support all or part of this requirement. It is intended that the subsequent solicitation, if any, will result in one or more awards of Blanket Purchase Agreements (BPAs) against GSA FSS contracts. The format of the resulting solicitation is to be determined based on industry response and could include a request for quotation, request for proposal, reverse auction or other method. The solicitation may include all or any subset of the items listed in the Request for Information document, and may also include additional items that are not listed but are within the scope of the requirement. The solicitation will be issued to those firms that are determined to be highly qualified based on a review of responses provided to each section of the Request for Information document. For the purpose of efficiency, DHHS reserves the right to limit the number of firms receiving a solicitation to those determined to be most highly qualified. Solicitation recipients may be limited to small businesses or a subset thereof, at the sole discretion of DHHS, based on information provided by industry. DHHS strongly encourages small business participation either individually or as a joint venture, team, consortium or similar arrangement. Interested firms are required to complete in full the attached Request for Information document. Incomplete Request for Information documents may not be reviewed by DHHS. Complete Request for Information documents will be reviewed and assigned points based on the following criteria, which are described further in the Request for Information document: Supplier Information 20 points; Delivery Requirements 20 points; Product Requirements 30 points; Service Requirements 30 points. The complete document must be received by close of business Thursday, January 15, 2004. Interested firms must include a copy of their current GSA FSS as part of their submission. Send the Request for Information response in electronic format and GSA FSS document to Ms. Kesa Russell, Mail Stop 336E No. 17, HHH Building, 200 Independence Avenue, SW, Washington, DC 20201. Firms are encouraged to email the Excel portion of the response to kesa.Russell@hhs.gov. Responses received after the due date will not be considered. This Sources Sought shall not be construed as a request for quotation/bid/proposal and in no way obligates the Government to award a contract. There is not a solicitation document prepared or available. This Sources Sought/Request for Information does not commit the Government to pay any cost related to preparation or submission of a response.
