- Description
- The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a best-value procurement for cellular phone service for 110 phones for the U.S. Army Corps of Engineers, Philadelphia District. The performance period is to commence on 1 F ebruary 2004 through 31 January 2005 with two (2) option years. The acquisition will be a best-value procurement performed using the procurement process prescribed in FAR Part 12 Acquisition of Commercial Items. Offers will be reviewed for completeness i n satisfying the requirement of the RFQ. The solicitation will be evaluated on their merit against the following factors: (1) quality of service to include timely technical assistance and coverage in our district area, (2) number of minutes pooled under o ne contract, (3) area of coverage, (4) monthly access fee, (5) use of existing telephone numbers, (6) complete customer service to include no interruption of service for any reasons and (7) complete customer satisfaction in case of equipment or service pro blems. Price will be given equal weight to the technical factors, when combined. The Government reserves the right to award based on a proposal that is not the lowest price. RFQ No. W912BU-04-T-0016 will be available on or about 22 December 2003. Cont ractors must register on the Internet and download the solicitation package and all amendments from the following address: https://ebs.nap.usace.army.mil on or after the issue date of the solicitation. If any information changes during the advertisement p eriod, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Offer s will be due on 2 January 2004 at the close of business (4:00 p.m. ET). Offerors are responsible for printing paper copies of the solicitation. This procurement is Unrestricted. The NAICS Code is 517212 with a size standard of 1,500 employees. Affirma tive action to ensure equal employment opportunity is applicable to the resulting contract. Award will be made as a whole to one offeror. No other notification to firms for this project will be made. All contractors must be registered in the DoD??????s Central Contract Register before award as required by DFARS 204.7300 and must be in compliance with the VETS 100 reporting requirement. Instructions will be included in the RFQ.
