Description
Due to the amount of questions submitted, VA-Snote-031202-001 Special Notices is being amended to add the following list of questions and answers. THE RESPONSE DATE HAS BEEN CHANGED TO JANUARY 9, 2004. This is not a request for proposals. All interested firms shall submit 3 copies of their SF 254 and 255's, along with a copy of their representations and certifications no later than 4:30 PM EST, January 9, 2004. Any and all questions must be submitted in writing and faxed to 937-262-5974. No e-mail or phone questions will be answered after today, December 18, 2003. 1. Q. The notice states Contracts will be awarded at least 2 per discipline, does that mean the VA will award 2 architectural, 2 electrical engineering 2 structural and 2 mechanical: A. YES awards will be made to at least 2 per discipline, but could me more. 2. Q. Should you submit as a firm rather than with a team of consultants to included each discipline listed: A. TASK orders awarded per discipline but company must be able to provide all services required under that task order, either in hours or with subcontractor. Example: HVAC would be award to a mechanical discipline and the mechanical discipline must be able to provide all other disciplines involved. 3. Q. How does cascading solicitation set aside work: A. SEE ANNOUNCEMENT. 4. Q. If there are 2 qualified 8 (a?s) in each discipline could this solicitation be awarded to all 8(a?s): A. YES That?s possible. 5. Q. What does? Proposed design approach? mean: A.HOW do you approach any design. 6. Q. hat does the ?Team design philosophy and method of implementing? mean: A. HOW do you and your team including subcontractors coordinate work or communicate to ensure consistency. 7. Q. Would like a copy of the scope of work: A. THERE is currently no scope of work. If you would like to see a forecast of opportunities see website www.osdbu.va.gov. 8. Q. Am I correct in thinking that the award will be made to a prime professional and other required discipline will be sub?s to the prime: A. YES 9. Q. Based on the wording in the first paragraph of the description, it could be interpreted that the VA anticipates a separate award for each discipline, i.e. mechanical, electrical, architectural and structural. A. SEE question 1. 10. Q. Since it is mentioned as two contracts per discipline, are we supplies to submit 3 copies of SF 254 and SF 255 per discipline or for all disciplines. A. That is up to you , if you want to tailor for each discipline you may submit 3 per discipline. If not you may submit just 3 and indicate that they are for all disciplines. 11. Q. Are site visits feasible or not. A. Site visits are not feasible. 12. Q. We are in Louisville KY and that is less than 100 mile from Cincinnati. Will our location knock us out of consideration because of the radius restriction. A. The prime must be located within 100 miles of any of the using facilities. 13. Q. Will one IDIQ contract per discipline be awarded (4 total) or will there be multiple wards per discipline. A. SEE question 1. 14. Q. Is the 8(a) required to be a small business below the stated $4 mil size standard: A. YES 15. Q. If a qualified 8(a) A/E submits to provide all four disciplines, would a combined contract be issued: A. SEE question 2. 16. Q. What about an 8(a) led design team: A. AS long as they meet the percentage of work they are required to perform. That percent is 20%. 17. Q. Is the interpretation of ?two or more responsive and responsible? firms mean 2 or more per discipline or 2 or more total for all the disciplines. A. SEE question 2. 18. Q. Should we use the Reps & Certs portion from our most recent DVA contract or will Dayton DVAMC be issuing a specific set of Reps and Certs for these contracts. A. You may submit your most recent Reps and Certs, or you may simply indicate your socioeconomic status in your response. The short list of candidates will be required to submit completed Reps and Certs during negotiations. 19. Q. Our firm is located 110 miles from your office. How strict will you be on the distance limitations: A. SEE question 12. 20. Q. We are interested in knowing if we should submit individually on the project as the mechanical and electrical engineers or submit as a team with an architectural firm and a structural engineering firm: A. SEE question 2. 21. Q. Is this contract split between Architectural, Mechanical, Electrical, Plumbing and Structural disciplines: A. Mechanical and Plumbing are considered the same discipline. 22. Q. Am I able to submit a team that includes all of these disciplines, or must I submit 3 SF 255 packages fore ach discipline I choose to pursue: A. SEE question 10. 23. Q. Will you entertain the possibility of warding separate SOW to Architect firms and Engineer firms or are you only considering a combined awarded SOW to a n A/E combined firm: A. SEE question 2. 24. Q. We are an architectural firm., do we submit our SF 254 and SF 255 alone or with consultants for engineering: A. SEE question 2. 25. Q. What is HUBzone: A. Historically Underutilized Business Zone. 26. Q. What are the VA requirements for Emerging Small Business and Small Business: A. The small business size standard is $4mil and emerging small business is ? of the small business size. 27. Q. What is meant by a subcontracting plan: A. SEE FAR Part 19.7.www.arnet.gov/far (FAR). 28. Q. On proposed management plan are you asking how we manage the project: A. YES. 29. Q. On Roman numerals elements I through XI, do you want this listed on page 10 of the 255 or in some other form: A. If the form is not adequate, you may submit in the format you choose. 30. Q. On Roman numeral element III are we limited to 10 projects: A. YES.
