- Description
- This acquisition has been changed from full and open competition. The requirement is offered to all qualified, responsive concerns and all offers will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. It is the intent of the government to award one contract on a competitive basis to an eligible small business concern in accordance with FAR 19.5, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit an award to a small business concern, the government intends to award on a competitive basis to an eligible HUBZone concern in accordance with FAR 19.13, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit a HUBZone award, the government intends to award on the basis of full and open competition from among all responsible, responsive bids received providing award can be made at a fair market price. HUBZone price evaluation preference will be applied to all eligible HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their offer is not more than 10% above the lowest large business concern's price.
