Description
The Uniformed Services University of the Health Sciences (USUHS), Department of Defense Medical School and Health Sciences University, intends to award on a sole source basis, a contract to the Henry M. Jackson Foundation (HJF) for the Advancement of Military Medicine, Rockville, MD, to continue the on-going conduct of basic clinical and translational research programs that strive to combat diseases of the prostate. The USUHS and HJF established the Center for Prostate Disease Research (CPDR) in 1992, to conduct basic molecular and clinical research related to prostate cancer and benign prostatic disease. As part of a mutually cooperative enterprise, USUHS and HFJ established the Endowments for the CPDR, the income and, if necessary, the principle from these endowments will provide funds for the administration and operation of the activities of the Center for Prostate Disease Research. The contract will include the provision of all personnel, logistical support, management expertise, and managing the assets of all the CPDR endowment accounts. The Center integrates basic and clinical science studies to improve early detection and prognostic factors and develop potential treatment for prostate disease. The Center will focus on the natural history of prostate disease, outcome research, behavioral, psychosocial and quality of life issues as they relate to prostate diseases. The Center will also provide for training in molecular biology and clinical research for physicians, scientists, medical, and graduate students. The Center will support other collaborative research efforts related to prostate disease within DoD. The potential contractor is responsible for (1) providing all contract personnel, equipment, supplies, facilities and services required to accomplish day to day management, administration and logistical support to operate the Center for Prostate Disease Research activities; (2) the recruitment, hiring and termination of personnel to support the Center. This includes advertising, recruiting, hiring, pay, pension, and other benefit administration; (3) supporting the General Support Activities and Specific Research Support Activities. The General Support Activities include: personnel management functions, general secretarial, clerical support, publications, administrative, purchasing and logistics support. The Specific Research support will include, but is not limited to administrative support with regards to compliance with research assurance requirements, manuscript and publication requirements, bio-informatics and statistical consultation, and systems information support associated with specific research projects; and (4) managing the Endowment Fund Accounts (EFAs) and provide for the day to day operations for the Center for Prostate Disease Research. This includes the separate endowment accounts for the Basic Science Research Endowed Chair and the Clinical Science Research Endowed Chair. This is a cost-reimbursement/no-fee contract for personal and non-personal services in support of the mission of the CPDR in accordance with statutory authority permitting other than full and opens competition at 10 U.S.C. 2304(c)(5), Authorized or required by Statute. The proposed procurement is in compliance with Public Law 92-426, entitled: Uniformed Services Heath Professionals Revitalization Act of 1972 and Public Law 98-36, entitled: Foundation for the Advancement of Military Medicine Act of 1983, as well as 10 U.S.C. 178 and 2113(j)(1)(A) which authorizes USUHS to award contract on a sole basis to the Henry M. The clauses listed are not all inclusive for cost-reimbursement/no-fee contracts and additional clauses applicable to cost-reimbursement/no-fee contracts may be added at time of contract award or any other clauses the Contracting office deems applicable to the effort.
