- NA Reference Solicitation W914NS-04-R-0004. This amendment is issued to the preceding solicitation synopses to incorporate the following changes. 1. The pre-proposal conference scheduled for 19 December 2003 at the Dulles Airport Marriott has been delayed pending issuance of the final RFP. 2. The new date for the pre-proposal conference as well as submission of financial capability, past performance, and organizational team structure information will be stated in the RFP when released. 3. All future updates for conference and additional information will be posted on the Coalition Provisional Authority (CPA) website at www.rebuilding-iraq.net. Check there often. 4. All other terms and conditions remain unchanged or will be specified in the RFP.
