Description
The Department of Homeland Security (DHS), Emergency Preparedness and Response (EP&R), FEMA, National Emergency Training Center (NETC) has a requirement for course development support services and products. The Contractor shall be required to perform tasks to manage the design, development and pilot testing new courses, and for the review, evaluation and revision of existing courses. Examples of types of products to be developed under this contract include classroom-based training ranging from one-day workshops to two-week courses; distance learning events such as two-way interactive video conferencing or publishing of self-paced, print-based course materials; and publishing of stand-alone computer-based, multi-media training using CD-ROMs, DVDs, LANs, WANs or the Internet. The period of performance of the contract will be three (3) years. Award of a time and materials, indefinite delivery, indefinite quantity contract, in which task orders will be issued, is anticipated. In accordance with FAR 16.504(c) Multiple Award Preference, multiple contracts will be awarded. This acquisition is being offered for competition limited to eligible 8(a) concerns. Eligibility to participate may be restricted to firms in either the developmental or transitional stage. The applicable North American Industry Classification Systems (NAICS) code is 611710 Educational Services, with a size standard of $6.0 million average annual receipts for three preceding fiscal years. The Request for Proposal (RFP) release date is anticipated to be between February 2nd and 13th , 2004, and will only be provided electronically through FedBizOpps (FBO) Web page as discussed below. (NOTE: These solicitation release dates are only estimated dates). Interested parties may obtain a copy of the solicitation by accessing the following Web page: http://www.eps.gov. DHS/EPR/FEMA posts all required notices of its contracting opportunities on the FBO Website. Potential offerors who download copies of solicitations may register at FBO to automatically receive e-mailed notification concerning issued amendments to the applicable solicitation. Registration is optional. You may still view amendments without registering. If you register for the solicitation, you will receive a courtesy e-mail from FBO notifying you of all amendments for the solicitation that will be posted to the Website. Registration for the solicitation, however, does not release offerors from the responsibility of checking the solicitation daily for amendments. Potential offerors that do not have the capability to download from FBO, may request, in writing, diskettes containing electronic copies of the solicitation, including attachments, and any amendments. Potential offerors making this request must include in their written requests an adequate justification for not obtaining the solicitation via the Internet. Telephone requests for diskettes will not be honored. Requests should be e-mailed to teresa.dingle@dhs.gov or faxed to (301 )447-1140 OR 1092. Proposals will be due 30 days after the actual release date of the RFP. (NOTE: This requirement was previously advertised under solicitation number EME-2002-RP-0002 and was later modified to reflect solicitation number EME-2003-RP-0002.)
