Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source delivery order under the General Services Administration?s (GSA) Federal Supply Schedule (FSS) with Information Handling Services, Inc. (IHS) entitled "Electronic Publication Media for Technical Codes and Standards". The proposed effort will require the contractor to allow NRC continued "subscription" access to its electronic version of the following publications with full text delivery: (1) ASME Boiler and Pressure Vessel Code Complete with Referenced Standards; (2) ANSI - Nuclear; (3) American Nuclear Society; (4) Institute of Electrical and Electronics Engineers; and (5) Instrument Society of America, for approximately two simultaneous users per product. These services are currently being obtained under Delivery Order DR-03-313. The location of NRC Offices whereby the services will be required are: Rockville, Maryland; Arlington, Texas; King of Prussia, Pennsylvania; Atlanta, Georgia; or Chattanooga, Tennessee. The proposed period of performance for this effort is one year from date of award with two additional one-year option periods. The authority for negotiating on a sole source basis with Information Handling Services, Inc. is made under the authority of 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation 6.302-1 which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code is 424920. The size standard for this requirement is 500 employees. This notice is not a request for quotations. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC?s needs. Detailed capabilities must be submitted to Brenda J. DuBose, Contract Specialist at the U.S. Nuclear Regulatory Commission, Division of Contracts, Mail Stop T-7-I2, Washington, D.C. 20555 via mail not later than 12:00 noon on December 12, 2003. No request for quotation document is available and telephone requests will not be honored. See Note 22****
