Description
NAICS Code: 541620 NAICS Code: 541620 The US Environmental Protection Agency's Office of Atmospheric Program's Clean Air Markets Division intends to award a sole source fixed-price purchase order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to The Energy and Resources Institute (TERI) of New Delhi India under the authority of FAR Part 6.302-1. The purpose of the acquisition is to obtain contractor support to (1) develop a customized cement sector tool for use by businesses and climate schemes in India and (2) to facilitate the implementation of the corporate inventory guidance and customized cement tool at a corporate level by a leading cement manufacturer in India. TERI has extensive and diversified experience in the field of energy efficiency improvements in the industrial sector and has promoted energy efficiency in industrial units through comprehensive energy audits and energy conservation studies. TERI will bring its expertise in the field of energy and technology audits as well as its expertise in inventorisation of GHG emissions at a facility level to this project. During the last 15 years, TERI has carried out more than 500 energy audits in various types of industrial units. TERI has also undertaken studies in the Indian cement sector with regard to opportunities for energy conservation at a sector level. TERI is also presently involved in the emissions inventorisation in the cement sector as a part of India's effort at preparing its first National Communication for the UNFCCC. Because of its experience, as well as, an in-country presence, TERI is uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. The estimated budget for this project is less than $15,000. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
