Description
The Marine Corps Systems Command, Quantico, Virginia seeks sources and information for Solar Power Adaptors. An objective of the USMC is to field solar power adaptors, and complete systems, vice components, to fulfill four functions: battery charger, radio power adapter, and selectable output power supply and laptop/notebook/handheld devices power adapter. The number of variants will be determined by technology, performance and cost. The radio power adapter will interface with radio systems that currently use the BA-5590 primary lithium battery. The battery charger will be capable of charging lithium-ion batteries typically associated with laptop computers, Nickel Metal Hydride batteries associated with tactical radios, and lead-acid batteries associated with tactical vehicles. The selectable output requirement for the power supply is to be used in support of portable devices with a voltage requirement from 1.5vdc - 24vdc, operate in temperature ranging from -20 degrees F to 125 degrees F. The laptop/notebook/handheld devices power adaptors must provide reliable and sufficient electrical power for small communications equipment, laptop computers, and handheld electronic devices. The Radio Power Adapter version shall interface with all Marine Corps single channel tactical radios that use or can use the BA-5590, BB-2590, or BB-390 as a power source, 12vdc or 24vdc. The radio power adaptor must provide sufficient energy and longevity for radio to transmit at 12.5VDC with 2.0 amps for 20 minutes, and to receive at 12.5 VDC at 0.2 amps for 40 minutes. The battery charger version shall be capable of interfacing with standard military issue lead acid (vehicle) batteries, the BB-390 Nickel Metal Hydride batteries, and the BB-2590 Lithium-ion battery. The battery charger must be capable of a selectable voltage and current to charge the BB-390, BB-2590, laptop computer batteries, and vehicular lead-acid batteries. The Laptop/notebook/handheld devices power adapter version shall be capable of providing DC power in the 1.5 ? 24vdc range. All adaptors must be sufficiently rugged enough to not break the photovoltaic or photoelectric panel or cells from a fall of approximately 30 inches to a hard surface. All adaptors must contain a device that displays the output voltage and current. Size and weight of systems shall be minimized to the maximum extent possible, and shall all be man-portable. General Services Administration (GSA) Federal Supply Schedule (FSS) may be an appropriate method for these supplies and services (Federal Acquisition Regulation (FAR) Part 8.0 and 8.4). Commercial firms possessing the characteristics noted in any of the above systems are encouraged and invited to submit the following: (1) Product brochures and pricing materials outlining specifications, to include a statement of capabilities, (2) current GSA contract information regarding unit pricing and discounts. Responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. This sources-sought / Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Responses to this RFI shall be mailed to Marine Corps Systems Command, Attn: Gabrielle Trickett-GTES-EPS, 2200 Lester Ave, Quantico, VA 22134-6050 no later than 15 Jan, 2004.
