Description
The Marine Corps Systems Command, Quantico, Virginia seeks sources and information for DC-AC power converters and for AC-AC frequency converters. A lesson learned from recent military operations and an objective of the USMC is to field more DC-AC power inverters for on-vehicle applications. A family of rugged power inverters in various power ranges is envisioned. Capabilities in the 500 watt, 1000 watt, 2000 watt electrical output are solicited. All systems shall interface to the vehicle?s DC system thru the NATO slave receptacle. 120 VAC, 60 Hz, true sine wave output is required, with circuit breaker protection of receptacles and input. The system shall be rugged and survivable in harsh USMC environments (cold, heat, dust, vibration, shock, moisture), as defined in Mil-Std 810 and Mil-Prf-28800. The USMC currently has tactical generators that provide either 60 Hz or 400 Hz AC output. To meet this need, the USMC fields a unique generator for each frequency. As a fleet efficiency initiative to save on the number of unique generators that the USMC procures, operates, and must maintain, the USMC is investigating removing from service the 400 Hz generators and utilizing 60 Hz to 400 Hz frequency converters for those unique pieces of equipment that still need 400 Hz input power. Capabilities for frequency conversion in the 10 kW, 30 kW, and 60 kW electrical input range are solicited. All systems shall accept 120/208 VAC, 60 Hz, input, with 400 Hz output at less than 1.0 % variation in frequency (0.5% desired). The system shall be rugged and survivable in harsh USMC environments (cold, heat, dust, vibration, shock, moisture), as defined in Mil-Std 810 and Mil-Prf-28800. General Services Administration (GSA) Federal Supply Schedule (FSS) may be an appropriate method for these supplies and services (Federal Acquisition Regulation (FAR) Part 8.0 and 8.4). Commercial firms possessing the characteristics noted in any of the above systems are encouraged and invited to submit the following: (1) Product brochures and pricing materials outlining specifications, to include a statement of capabilities, (2) current GSA contract information regarding unit pricing and discounts. Responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. This sources-sought / Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Responses to this RFI shall be mailed to Marine Corps Systems Command, Attn: Gabrielle Trickett-GTES-EPS, 2200 Lester Ave, Quantico, VA 22134-6050 no later than 15 Jan, 2004.
