- NA This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being reques ted and a written solicitation WILL NOT be issued. This is an unrestricted solicitation. The purpose of solicitation W912LL-04-T-0002 is to lease/rent (8) eight two bedroom fully furnished Apartment Units and (5) five one bedroom fully furnished Apartment Units for approximately (1) year. Period of performance is month-to-month from 1 MAR 04 to 28 FEB 05. Housing is for 21 twenty-one members of the North Dakota National Guard. ALL APARTMENTS MUST BE LOCATED IN THE VICINITY OF FARGO, NORTH DAKOTA 58102. Apar tments shall include: off street parking with exterior outlets for each occupant, furniture, utilities including electric, water, gas, cable TV, telephone (no long distance) and house wares for cooking and eating. Offerors shall include a listing of additi onal items provided, i.e. appliances, washer, dryer, house wares, linen, bedding, towels, pool, exercise facilities, etc. Lease terms shall include a provision that the Government may terminate all or some of the leased apartments at any time within the on e-year period of performance with a FLAT 15-calendar day written notice. Final payment shall be prorated upon receipt of the written notice. No security deposit shall be required. Item 1: Fully Furnished One Bedroom Apartment Monthly Cost $_________ Item2: Fully Furnished Two Bedroom Apartment Monthly Cost $_________ Award will be made based on the Best Value to the Government with price and technical factors considered. Technical factors for evaluation are: Minimum time length of lease/rent, price, locatio n, condition of unit, and amenities/services provided. The Government reserves the right to make Multiple Awards if it is in the best interest of the Government. Date of occupancy will be 1 March 2004. Places of occupancy to be determined at time of award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. The provision at FAR 52.212-1, Instructions to Offerors-Commercial; The provision at FAR 52.212-3, Offeror Representations and Certifications (Oct 1995) applies to this acquisition. A completed-signed copy of this provision shall be submitted with any quotation. The clause at FAR 52.212-4, Contract Terms and Conditions (Apr 1998). The clause at FAR 52.212-5, Contract terms and conditions required to Implement Statutes or Executive Orders-Commercial Items (Jun 1998) applies to this acquisition. Under paragraph b, the following clauses are incorporated: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alterna te I, 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 252.222-37, Employment Reports on Disabled Veterans; 52.225-3, Buy American Act-Supplie s. The clause 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996), 52.232-36, Payment By Third Party (May 1999) applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implemen t Statutes to Defense Acquisition of Commercial Items (Nov 1995), is applicable to this acquisition.
