- The National Park Service, Northeast Regional Office, 15 State Street, Boston, MA 02109 intends to award a sole source fixed-price purchase order to Neighborhood America a web-based technology and consulting firm that specializes in communication platforms for large land-use planning projects that require extensive and ongoing public involvement from broad audience of citizens and stakeholders. They shall provide web-based technology solution known as the Public Communications System?. This system is a highly interactive, state-of-the art technology that supports internal team communications and collaboration; secure online web sites; and will provide public participation in many phases of its General Management Plan. Neighborhood America will consult and coordinate with the NPS project manager during the preparation of all work. Also, working in collaboration with the NPS project manager, Neighborhood America will fully implement its Communications Manager? technology for the Flight 93 NM project. The final product will provide the NPS and its partners with a secure electronic workspace with the following specific functionality: Team calendars; Group e-mail capability; Document management; Image management; Collaboration tools; Discussion boards; Content management tools for management of the Public Information Web Site; Publication tools to publish comments, images and documents to the Public Information Web Site; Public opinion reporting and management; Survey creation and maintenance and; Technology that measures site statistics for the Public Information Web Site. In consultation with the NPS project manager, Neighborhood America will fully implement the Flight 93 NM Public Information Web Site. Neighborhood America will provide NPS project staff and partner organizations with training and support on the use of the Communications Manager TM as directed by the NPS project manager. Neighborhood America shall provide necessary support for the Flight 93 National Memorial Public Information Web Site and Communications Manager TM including hosting, software licensing, updates, training and maintenance expenses for the life of the project. The period of performance for this action will start on or about 12/15/03 and end 3/31/06. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Developing alternate sources will incur costs exceeding the benefits of competition, however, interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotes. However, interested parties that believe they can meet these needs must furnish sufficient detail to demonstrate the ability to comply with the above requirements no later than fifteen days after the date of publication of this synopsis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed contact based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose to determine whether to conduct a competitive procurement. Interested parties may contact the Contract Specialist, Michael C.
